This study found that, without targeted action, Government initiatives have little impact on the experiences of black and minority ethnic disabled and D/deaf people. Based on research undertaken with carers, service providers, policy makers and black and minority ethnic service users with a range of impairments, the report explores:

  • discrimination and disadvantage
  • information, care and housing needs
  • effective engagement
  • provision of housing services.
